On motion by Mr. Reid, the Senate proceeded to executive session, and Mr. Reid presented a motion to invoke cloture on the nomination of Caitlin Joan Halligan, of New York, to be United States Circuit Judge for the District of Columbia Circuit, which was stated as follows:

We, the undersigned senators, in accordance with the provisions of Rule XXII of the Standing Rules of the Senate, do hereby move to bring to a close debate on the nomination of Caitlin Joan Halligan, of New York, to be United States Circuit Judge for the District of Columbia Circuit:

On further request by Mr. Reid and by unanimous consent, it was Ordered, That at 11 a.m. on Tuesday, December 6, 2011, the Senate proceed to consideration of the nomination of Caitlin Joan Halligan, of New York, to be United States Circuit Judge for the District of Columbia Circuit; that there be one hour for debate equally divided in the usual form prior to the cloture vote. Ordered further, That the mandatory quorum required under Rule XXII be waived.
