The treaty of friendship, commerce, and navigation between the Governments of the United States of America and the Republic of Paraguay, concluded and signed in the city of Assumption, the capital of the Republic of Paraguay, on the 4th day of February, 1859, the 83d year of the Independence of the United States of America, and the 47th of that of the Republic of Paraguay, was read the first time.

On motion by Mr. Mason,

Ordered, That the said treaty, together with the message of the President, be referred to the Committee on Foreign Relations and printed in confidence for the use of the Senate.

The special convention between the United States of America and the Republic of Paraguay, relating to the claims of the "United States and Paraguay Navigation Company" against the Paraguayan Government, concluded at Assumption the 4th day of February, 1559, was read the first time.

On motion by Mr. Mason,

Ordered, That the said treaty, together with the message of the Presi dent, be referred to the Committee on Foreign Relations and printed

The treaty of friendship and commerce between the United States and Nicaragua, signed at Managua on the 16th day of March, 1859, was read the first time.

On motion by Mr. Mason,

Ordered, That the said treaty, together with the message of the President and accompanying documents, be referred to the Committee on Foreign Relations and printed in confidence for the use of the Senate. On motion by Mr. Mason,

Ordered, That the message of the President transmitting the treaty between the United States of America and the Ta Tring Empire, which was concluded and signed at Tientsin on the 18th day of June, 1858, with a view to the assent of the Senate to the postponement of the exchange of the ratifications, together with the treaty, be referred to the Committee on Foreign Relations and printed in confidence for the use of the Senate.

I transmit to the Senate, for consideration with a view to ratification, a "treaty of transits and commerce between the United States of America and the Mexican Republic," and also a "convention to enforce treaty stipulations" between the same parties, both of which were signed by the plenipotentiaries of the respective Governments at Vera Cruz on the 14th December ultimo.

I also transmit a copy of a dispatch of the minister of the United States accredited to the Mexican Government to the Secretary of State relative to these instruments.
