Mr. Mason, from the Committee on Foreign Relations, to whom was referred, the 14th inst., the memorial of the Rio Grande, Mexican and Pacific Railroad Company, praying to be protected in the rights and privileges to which they are entitled under a contract with Mexico, providing for a railway from the Rio Grande to the Pacific, reported adversely thereon. Mr. Mason, from the Committee on Foreign Relations, to whom were referred, January 4th, the treaty of transits and commerce between the United States of America and the Mexican Republic, dated at Vera Cruz, December 14th, 1859, and the convention between the United States of America and the Mexican Republic to enforce treaty stipulations and to maintain order and security in the Territory of the Republics of Mexico and the United States, dated at Vera Cruz, December 14th, 1859, reported them severally without amendment. On motion by Mr. Mason, Ordered, That the said treaties,and the treaty of friendship and commerce between the United States and Nicaragua, signed at Managua, the 16th day of March, 1859, be severally the special orders of the day for Monday next, the 27th inst., at 2 o'clock p. m. Mr. Mason, from the Committee on Foreign Relations, to whom was referred, December 21st, the treaty of friendship and commerce between the Government of the United States of America and the Republic of Paraguay, concluded and signed in the city of Assumption on the 4th day of February, 1859, reported it without amendment. The said treaty was read the second time and considered as in Committee of the Whole; and no amendment being made, it was reported to the Senate. Mr. Mason submitted the following resolution for consideration: Resolved (two-thirds of the Senators present concurring), That the Senate advise and consent to the ratification of the treaty of friendship and commerce between the Governments of the United States of America and the Republic of Paraguay, concluded and signed in the city of Assumption on the 4th day of February, 1859. The Senate, by unanimous consent, proceeded to consider the said resolution. On the question, Will the Senate agree thereto ?
