Mr. Mason, from the Committee on Foreign Relations, to whom was referred February 14th the treaty of peace, commerce, and navigation between the United States and the Republic of Bolivia, signed at La Paz on the 13th day of May, 1858, reported it with an amendment. Mr. Mason, from the Committee on Foreign Relations, to whom was referred February 14th the convention with the Republic of Venezuela for the adjustment of claims of citizens of the United States on the Gov ernment of that Republic, growing out of their forcible expulsion by Venezuelan authorities from the guano island of Aves, in the Caribbean Sea, signed at Valencia January 14th, 1859, reported it without amendment. Mr. Bayard, from the Committee on the Judiciary, to whom was referred, the 2d inst., the nomination of William D. Shipman, reported. On motion by Mr. Mason to amend the 16th article by striking out the words "the United States agree to use all legal means and reasonable vigilance to prevent the formation within their territories of hostile expeditions destined for those of the Republic of Nicaragua," On the question, Shall the words proposed to be stricken out stand as part of the treaty?
