MONDAY, DECEMBER 13, 1858. The following messages were received from the President of the United States, by Mr. Henry, his secretary: To the Senate of the United States :

I nominate J. Glancy Jones, of Pennsylvania, to be envoy extraor. dinary and minister plenipotentiary of the United States to Austria.

I transmit to the Senate, for its consideration with a view to ratification, a treaty between the United States and China, signed at Tientsin, by the plenipotentiaries of the parties, on the eighteenth day of June last.

I transmit to the Senate, for its consideration with a view to ratification, a treaty of amity and commerce between the United States and Japan, concluded at the city of Yeddo on the 29th of July last.
