On motion by Mr. Nicholson,

The Senate, by unanimous consent, proceeded to consider the nomination of Ludwell H. Estes; and

Resolved, That the Senate advise and consent to the appointment of Ludwell H. Estes, agreeably to the nomination.

Ordered, That the nominations of R. B. Bradford and Henry S. Miller be referred to the Committee on Commerce.

On motion by Mr. Gwin,

The Senate, by unanimous consent, proceeded to consider the nomination of John A. Dix; and

Resolved, That the Senate advise and consent to the appointment of John A. Dix, agreeably to the nomination.

On motion by Mr. Bigler,

The Senate, by unanimous consent, proceeded to consider the nomination of William B. Taylor; and

Resolved, That the Senate advise and consent to the appointment of William B. Taylor, agreeably to the nomination.

Mr. Mason, from the Committee on Foreign Relatious, to whom was referred, the 7th inst., the treaty of amity, commerce, and navigation, and for the surrender of fugitive criminals, concluded and signed between the plenipotentiaries of the United States of America and the Republic of Venezuela, August 27th, 1860, reported it without amend

ment.

Mr. Mason, from the Committee on Foreign Relations, to whom was referred, December 17th, the convention for the adjustment of claims of citizens of the United States against the Republic of Costa Rica, signed at San José on the 2d of July, 1860, reported it without amend

ment.

The said convention was read the second time and considered as in Committee of the Whole; and no amendment being made, it was reported to the Senate.

Mr. Mason submitted the following resolution for consideration :

Resolved (two-thirds of the Senators present concurring), That the Senate advise and consent to the ratification of the convention for the adjustment of claims of citizens of the United States against the Republic of Costa Rica, signed at San José ou the 2d day of July, 1860. The Senate, by unanimous consent, proceeded to consider the said resolution, and it was unanimously agreed to.

Ordered, That the Secretary lay the said resolution before the Presi Ident of the United States.

Mr. Bright submitted the following motion for consideration:

Ordered, That the Secretary of the Senate, be directed to request the President of the United States to return to the Senate, for further consideration, the convention with the Republic of Venezuela for the adjustment of claims of citizens of the United States on the Government of that Republic, growing out of their forcible expulsion by Venezuelan authorities from the guanoisland of Aves, in the Caribbean Sea, signed at Valencia, January 14th, 1859, which was ratified by the Senate the 26th day of June, 1860.

Mr. Bigler, from the Committee on Commerce, to whom was referred, the 7th inst., the nomination of Josiah F. Bell, reported.

Whereupon

Resolved, That the Senate advise and consent to the appointment of Josiah F. Bell, agreeably to the nomination.

The Senate proceeded to consider the nomination of Edmund O. Matthews, T. McKean Buchanan, Edward P. Lull, Edward Lea, Alex

hart, J. N. Carpenter, Augustus W. Smith, George A. Magruder, and Charles S. Norton; and

Resolved, That the Senate advise and consent to the appointment of the said persons, agreeably to their nominations respectively.
