The following message, which had been received from the President of the United States, by Mr. Glossbrenner, his secretary, was read:

To the Senate of the United States:

I deem it proper to invite the attention of the Senate to the fact that with this day expires the limitation of time for the exchange of the ratifications of the treaty with Costa Rica of 2d July, 1860.

The minister of that Kepublic is disappointed in not having received the copy intended for exchange, and the period will lapse without the possibility of carrying out the provisions of the convention in this respect.

I submit, therefore, the expediency of the passage of a resolution authorizing the exchange of ratifications at such time as may be convenient, the limitations of the 9th article to the contrary notwithstanding. JAMES BUCHANAN.

Mr. Trumbull, from the Committee on the Judiciary, to whom was referred, the 11th inst., the nomination of Archibald Williams, reported. Whereupon

Resolved, That the Senate advise and consent to the appointment of Archibald Williams, agreeably to the nomination.

Mr. Doolittle, from the Committee on Indian Affairs, to whom were referred, the 11th iust., the nominations of William P. Dole, and John P. Baker, reported.

Resolved, That the Senate advise and consent to the appointment of William P. Dole, agreeably to the nomination.

Mr. Chandler, from the Committee on Commerce, to whom were referred, the 11th inst., the nominations of John Z. Goodrich, William H. Vesey, and De Witt C. Littlejohn, reported.

Mr. Sumner, from the Committee on Foreign Relations, to whom was referred, the 11th inst, the message of the President of the United States, on the subject of extending the time for the exchange of the

ratifications of the convention with Costa Rica, submitted the following resolution for consideration:

Resolved (two-thirds of the Senators present concurring), That the Senate advise and consent to the extension of the time for the exchange of the ratification of the convention for the adjustment of claims of citizens of the United States against the Republic of Costa Rica, signed at San José on the 2d day of July, 1860, to such time as may be convenient to the plenipotentiaries of the respective parties thereto, the limittations contained in the 9th article thereof to the contrary notwithstanding.

The Senate, by unanimous consent, proceeded to consider the said resolution, and it was unanimously agreed to.

Ordered, That the Secretary lay the said resolution before the President of the United States,

On motion by Mr. Hale that the Senate adjourn,

It was determined in the negative.
