Mr. Wilson, from the Committee on Military Affairs and the Militia, to whom were referred, on the 16th instant, the nominations of Charles Leib, Louis C. Bailey, and Lewis D. Watkins, reported adversely thereon. Mr. Morrill, from the Committee on Commerce, to whom was referred, on the 30th instant, the nomination of Mortimer M. Jackson, reported. On motion by Mr. Chandler,

Resolved, That the nomination of Samuel Whiting, of New Jersey, to be consul of the United States, at Nassau, N. P., be returned to the President, with the request that the nomination be corrected as relates to the residence of the nominee.

Ordered, That the Secretary lay the said resolution before the Presi Ident of the United States.

The Senate proceeded to consider the nominations of E. B. Harrington and William O. Conway; and

Resolved, That the Senate do not advise and consent to the appointment of the said E. B. Harrington and William O. Conway as paymasters in the Navy.

The Senate proceeded to cousider the motion submitted by Mr. Ten Eyck, the 27th instant, to reconsider the vote that the Senate do not advise and consent to the appointment of Edward C. Carrington, to be attorney of the United States for the District of Columbia, and agreed thereto.

Ordered, That the said nomination be recommitted to the Committee on the Judiciary.

Mr. Chandler submitted the following motion for consideration : Ordered, That the vote that the Senate do not advise and consent to the appointment of James Jeffrey to be appraiser of merchandise for the port of Baltimore, be reconsidered.

Resolved, That the Senate do not advise and consent to the appoint ment of James C. Sloo to be surveyor of the customs for the port of Cairo, in the State of Illinois.

The Senate proceeded to consider the motion submitted by Mr. Morrill on the 27th instant, that the vote of the Senate advising and consenting to the appointment of Scott W. Updike be reconsidered; and It was determined in the negative,
