The postal convention between the United States of America and the United Mexican States, concluded at Washington City the first day of July, A. D. 1861, was read the first time.

On motion by Mr. Collamer,

Ordered, That the said treaty and the message be referred to the Committee on Post Offices and Post-Roads and be printed in confidence for the use of the Senate.

Ordered, That the nominations of Samuel P. Heintzelman and others, John Andrew Shulze and others, and Joseph H. Eaton and others, be referred to the Committee on Military Affairs and the Militia and be printed in confidence for the use of the Senate.

Ordered, That the nomination of Thomas J. Turner be referred to the Committee on Military Affairs.

Ordered, That the nomination of William C. Walters be referred to the Committee on Commerce.

Mr. Chandler, from the Committee on Commerce, to whom was referred, on the 10th ultimo, the nomination of James N. Muller, reported. Mr. Cowan, from the Committee on Indian Affairs, to whom was referred, on the 27th ultimo, the nomination of Orsamus H. Irish, reported.

Mr. Morrill, from the Committee on Commerce, to whom were referred, on the 31st ultimo, the nominations of Thomas H. King, William L. Baker, and William Bibb, reported.

On motion by Mr. Wilson,

Ordered, That the messages of the President nominating Nathaniel P. Banks and others, Erie Locke and Amos Beckwith be printed in confidence for the use of the Senate.

On motion by Mr. Chandler,

Ordered, That he have leave to withdraw his motion, submitted on the 31st ultimo, that the vote that the Senate do not advise and consent to the appointment of James Jeffrey be reconsidered.

The Senate proceeded to consider the nomination of John H. Charles; and

Resolved, That the Senate do not advise and consent to the appointment of John H. Charles to be agent for the Indians of Upper Missouri Agency.
