I nominate John Madigan, jr., a master, dropped, to be a lieutenant on the active list, from the 14th of September, 1855, to take rank next after Lieutenant Thomas S. Phelps, said Madigan having within sixty days after his return to the United States applied for the benefit of the act of Congress of 16th January, 1857, and having been recommended by a court of inquiry under said act to be restored to the active list. Resolved, That the Senate advise and consent to the appointment of William M. Harrison, agreeably to the nomination.

Ordered, That the nominations of Joseph H. Kimmel, Sylvester C. Florence, Benjamin O. Pickett, Sarah G. Seabolt, and Benjamin H. Lothrop be referred to the Committee on the Post-Office and PostRoads.
