[FROM THE LONDON GAZETTE, JULY 20.] ADMIRALTY-OFFICE, JULY 20. Copy of a Letter from Captain Sir Home Popham, to Sir Evan Nepean, Bart. dated at Calcutta, the 18th of Novem. ber 180:. SIR, I HAVE much pleasure in tranfmitting you a copy of Captain Collier's letter of the 10th September, for the information of my Lords Commiffioners of the Admiralty, giving a very detailed account of his finking the French national hip La Fleche, of 22 guns, and 170 men. The refuit of Captain Collier's unremitting perfeverance under every trying circumftance, and his determined conduct in warping the Victor into Mabé Harbour, is likely to be of very material fervice to the commerce of India, as La Fleche was unquestionably intended to cruife in the Bay of Bengal. I have the honour to be, &c. &c. SIR, The state of the crew of his Majesty's floop under my command, after leaving the Red Sea, induced me to put into the island Diego Garcia; after procuring a large fupply of turtle and good water, I left that harbour on the 27th of Auguft, and proceeded on the execution of the particular fervice pointed out in your orders of the 22d July; and on the 2d inft. in fight of thefe islands, his Majefty's loop fell in with a French national corvette, and after a few ineffectual manoeuvres on her part, from the fuperior failing of the Victor, when going large, I had the pleafure of bringing her to a clofe action at three quarters paft five P. M. The difguifed ftate of the Victor did not long deceive the enemy, the fecond broadfide proved fufficient, the cor vette hauling her wind and endea vouring to efcape, which, in about twenty minutes, I was forry to ob ferve, by having almoft folely directed, her fire at our mafts and fails, the had a fair profpect of effecting; for, on her tacking under our lee, I endeavoured to wear, with the hope of boarding on her bow, when I had the mortification to find both lower and topfail braces fhot away on the starboard fide, as well as preventer ones and bow lines, and before others could be rove the cor vette was half a mile to windward; night fast approaching added to the chagrin I felt on obferving the cor vette fail better than the Victor on a wind; wind; the chace continued all night, frequently within gun-fhot, and at fun fet the following day, from the wind having favoured the enemy, fe was four or five miles to the windward; in the night of the 4th loft fight of the chace, when, probably by tacking, the efcaped. In this affair I had one man wounded with two musket balls, and Mr. Middleton, Matter's Mate, lightly; the damage fuftained in the hull trifing, the foremast shot through; and I have to regret our fails and rigging much cut. Judging from the courfe the corvette was fteering, when first feen, the must be bound to thefe Inlands, I pushed for them, and towards funfet of the 5th fhe was again feen running in for this anchorage; I kept under eafy fail till dark, when the Victor was anchored; at day-light I had the fatisfaction of feeing the corvette moored with fprings in the bafin or inner harbour, with a red flag at the fore (which, as I fince learn, was in defiance); being unacquainted with the channel, and having no pilot, Mr. Crawford, the Mafter (though ill of a fever), and Mr. Middleton, being volunteers, were fent to found, which fervice they completely performed; nor did the latter gentleman defift till repeatedly fired at by a boat from the corvette. The extreme narrowness of the channel, added to the wind not being very favourable, compelled me to ule warps and the ftay-fails only, which expofed the fhip to a raking fire for fome minutes, till, fhoal ing our water, I was obliged to bring up. Having two fprings on the cable, our broadfide was foon brought to bear; and at three quarters paft eleven A. M. a well-directed fire was opened, which was kept up inceffantly from both veffels till twenty minutes paft two, when I plainly perceived the enemy was going down; in a few minutes her cable was cut, the caft round, and her bow grounded on a coral reef. Mr. M'Lean, the First Lieutenant, with a party of Officers and men, were fent on board; though fcarce had they put off, ere we difcovered the enemy to be on fire; Lieut. Smith, and other Officers were then fent with proper affiftance, but just as they had fucceeded in extinguishing the fire fhe fell on her larboard bilge into deeper water and funk. She proves to have been the French national corvette La Fleche, mounting twenty long French eightpounders, anfwering to English nines, with two ftern chafers, though it appears all her guns were not mounted in the first action; was larger than the Victor in dimenfions, perfectly new, a remarkable faft failer, and not four months from France, commanded by Captain Bonamy, Lieutenant de Vaiffeau, with four Lieutenants, and a complement of one hundred and fortyfive men, fome of whom had been left fick at Bourbon. From a number of dead and dying men reported to be found on her forecastle, as well as two alongside, I am induced to believe the carnage was great, though only four are acknowledged by the French Captain. She had twenty men to affist at her guns, forming a part of the crew of the French frigate La Chiffonne, captured here a few days fince by his Majefty's fhip La Sybille, Capt. Adam. The obftinate defence made by La Fleche was on the fuppofition of the Victor being a privateer. From the length of time elapfed ere this bufinefs was brought to a close, I have felt it neceffary to be thus particular in my detail, and I trust for your excufe thould I dwell longer, as I feel I should do an injuftice to every Officer and man on board, did I neglect paying a juft tribute to the cool and determined bravery they evinced; even men labouring under a lingering fever (of which I had unfortunately thirty), felt a proportionate zeal. I beg leave to recommend to your notice Lieut. McLean, as well as folicit your interest for the confirmation of my Second, Mr. Smith, as alfo Mr. Hyde, Gunner, obferving, that whenever Mr. Middleton or Mr. Graves (both having paffed for Lieutenants), fhall obtain the rank, they will do equal credit to your patronage. In this action I moft fortunately had not a man either killed or wounded; our hull, rigging, and boats have fuffered much, befides having fome thot between wind and water. life. It appears, that on Wednesday, Barthelemy, the Prefident of the Senate, accompanied by a numerous train of its members, waited upon the First Conful at the time of his giving audience to the Foreign Minifters. The audience was immediately fufpended, and the Prefident made the following fpeech: "CITIZEN FIRST CONSUL - The French, grateful for the fervices you have rendered to them, with that the First Magiftracy of the State fhould be irrecoverably placed in your hands. In thus conferring it upon you for life, they only exprefs the opinion of the Senate, as ftated in its Senatus Confultum of the 8th of May. The nation, by this folemn act of gratitude, confides to you the task of confolidating our In ftitutions. A new career commences for the First Conful-after prodigies of valour and military talents, he has terminated the war, and obtained every where the most honourable conditions of peace. The French people, under his aufpices, have affumed the attitude and character of true greatnefs. He is the Pacificator of Nations, and the Reftorer of France-His name alone is a tower of ftrength. "Already an administration of lefs than three years has almoft made us forget that epoch of anarchy and calamities which feemed to have dried up the fources of public profperity. But evils yet remain to be healed, and inquietudes to be diffipated. The French people, after having aftonished the world by warlike exploits, expect of you, Citizen First Conful, all the benefit of that peace which you have procured for them. If feeds of difcord ftill ex. ift, the Proclamation of the Perpetual Confulate of Bonaparte will diffipate them. Every one will now rally around him. His powerful genius will fupport and preferve all. He exits only for the profperity and the happinefs of the French people. His conftant efforts will be directed to increafe the national glory and national greatnefs. What nation, in fact, better deferves happi nefs, and of what people more enlight ened, or more fenfible, can he defire the esteem and attachment? "The Confervative Senate will affociate itself with all the generous maxims of Government. It will fecond, by all the means in its power, every amelioration which fhall have for its end the prevention of the return of thofe evils by which we have been fo long afflicted, VOL. XLII, Auc, 1802. and the extenfion and confolidation of thofe benefits which you have conferred upon us. It is its duty alfo to contribute to the accomplishment of the withes of the people, which have been manifefted in a manner fo honourable to their zeal and their discernment.The Senatus Confultum which the Senate in a Body now prefents to you, Citizen First Conful, contains the expreffion of its own gratitude. The organ of the Sovereign Will, it was of opinion, could not better fulfil the intentions of the French People, than by calling in the aid of the Arts to perpetuate the remembrance of this memorable event." The A&t was then read, the principal articles of which are as follow: : ART. 1. The French People do appoint, and the Senate do proclaim, NAPOLEON BONAPARTE Chief Conful for life. 2. A ftatue of Peace, holding in one hand the Laurel of Victory, and in the other the Decree of the Senate, fhall atteft to pofterity the gratitude of the Nation. 3. The Senate fhall convey to the First Conful the expreffion of the confidence, the love, and the admiration of the French People. The First Conful replied as follows: "SENATORS-The life of a Citizen belongs to his country. The people of France with that the whole of mine fhould be confecrated to their fervice, and I obey. In giving me this new, this permanent pledge of their confidence, they have impofed upon me the duty of maintaining the fyftem of the Laws and Inftitutions of the Republic. By my efforts, by your co-operation, Citizen Senators, and that of the Conftituted Authorities, and by the confidence and will of this immenfe people, the Liberty, Equality, and Profperity of the People of France will be fecured from all the accidents which arife from the uncertainty of futurity. The best of people thall, as they deferve, be the moit happy, and their happinefs fhall contribute to that of all Europe. "Content with having been called by the order of Him from whom every thing emanates, to bring back upon the earth Justice, Order, and Equality, I fhall hear my last hour found without regret, and without any uneafinefs about the opinion of future generations.-Senators, receive my thanks for X this |
