and all fuch Juftices of the Peace, being duly warned of fuch Default by any Inspector, Surveyor, Collector, or Affeffor of the faid Rates and Duties, fhall, in a convenient Time, affemble at the ufual Place of holding fuch Meetings for the Execution of this Act; and all fuch Acts, Matters, and Things, fo done by any fuch Commiffioners and Juftices of the Peace, or by Two or more fuch Juftices of the Peace as aforefaid, thall be as good, valid, and effectual in the Law, to all Intents and Purposes, as if the faid Acts, Matters, and Things, had been done by Two or more fuch Commiffioners; any Thing contained in any Act to the contrary notwithstanding.

XX. And be it further enacted, That the Parish or Place in England for which any Perfon or Perfons fhall be appointed Collector or Collectors of the Rates and Duties hereby granted, fhall be anfwerable for his or their duly de

the Schedule, to be by the Receiver General returned into the Exchequer, the Name of fuch Perfon, as having made Default of Payment of any of the Sums rated or affeffed on fuch Perfon, but the Parish or Place for which fuch Collector shall have been appointed, shall be answerable for the fame; and no Collector fhall be allowed to insert in to infert in any fuch Schedule the Name of any Perfon to be returned into the Exchequer as not having paid the Rates or Duties by this Act granted, unless fuch Coltain Particu lector fhall make Oath, or, being One of the People called Quakers, shall make and subscribe a folemn Affirmation, before Two Commiffioners, or before One Commiffioner and One Justice of the Peace, or before Two Juftices of the Peace (who refpectively fhall certify the faid Oath or Affirmation on the faid Schedule) that the Sum for which fuch Perfon is fo returned, is due and wholly unpaid, either

Perfon or Perfons for fuch Collector, to the best of his Knowledge and Belief, and that the Perfon fo making Default is unable to pay the fame, and by Reafon of his or her Poverty is exempted from the actual Payment of all Taxes, Affeffments, or Contributions towards the Church and Poor; or that fuch Perfon became infolvent or Bankrupt before the Day on which the Rates and Duties became payable, and had not Goods and Chattels fufficient whereon to raise and levy the faid Rates and Duties, within the Parish or Place for which fuch Collector fhall have been appointed, at any Time fince the faid Rates or Duties became payable; or that fuch Perfon removed from the Parish or Place for which fuch Collector fhall have been appointed before the Day on which the Rates or Duties became payable, without leaving therein fufficient Goods and Chattels whereon the Rates and

Duties then payable could be raised and levied, and that there was not nor are any Goods or Chattels of any other Perfon or Perfons liable to the Payment of the faid Rates and Duties in Arrear, or any Part thereof, whereby the fame, or any Part thereof, could or might be raifed and levied; which Oath or Affirmation fhall be indorfed on fuch Schedule, and which Schedule shall specify the Names of the Perfons making fuch Default, and the Reafon for returning each fuch Defaulter.

XXI. And be it further enacted, That any Arrear of the faid Rates and Duties arifing by the Default as aforefaid, or by the Failure of any Collector, for which any Parish

or Place in that Part of Great Britain called England, fhall be anfwerable, shall be re-affeffed and charged within and upon fuch Parish or Place, on the Amount of the Affeffment which fhall be made of the faid Rates and Duties granted by this Act,
