PREFACE

The selections in this anthology illustrate the concepts and broad framework of The Environment of National Security in this series. This anthology focuses on the critical issues that affect our Nation's foreign policy, and it provides perspectives on the foreign influences affecting our capabilities to achieve our national objectives. The articles oriented on geographic areas identify American regional interests there. The nature of the Soviet challenge with its implications for the United States, the growing dependence of the United States on foreign supplied materials, and the interdependence of the advanced industrial nations and Third World countries are major and recurring themes. The United States is today less able to map its own course in foreign affairs or unilaterally to determine its destiny than it was a quarter of a century ago.

The volume gives a broad overview of a wide spectrum of subject areas, but space permits only one reading on each particular subject. Every effort was made to obtain the best article within the page limitations, although admittedly in some subjects a second article with contrasting views might have enhanced the volume. In general, selections do give comprehensive viewpoints, and all should stimulate further reading on provocative issues and problems.

This is the fifth in a consecutive series of anthologies designed to reflect the recent world environment and critical problems for the United States. The last previous volume, with the same title, was compiled in 1980 by the same editor. The date each article was originally published should be noted-this time frame will prove useful in understanding each author's perspective. Since considerable emphasis is placed on currency in the chosen articles, not unexpectedly there will be some obsolescence by the time the volume leaves the printer. I am grateful to the authors and publishers who granted permission to use copyrighted material in this volume. Specific acknowledgements and sources are given at the beginning of each selection. I am also grateful for the assistance provided by my colleagues of the National Defense University and National War College faculties, especially Mr. Eston T. White and Dr. Terry L. Deibel. Particularly deserving of recognition is the valuable assistance provided by the Editorial Staff of the Extension Programs Directorate, Dr. Patricia K. Hymson and Mr. Calvin B. Kelley.
