LOANS AND GRANTS OF MONEY IN FRANCE. The following is a sketch of an account of the Loans, subsidies, and grants of money received in France during the revolution. The fractions of dollars are omitted. and eight sols are reckoned to the dollar. 1778. Names of the Presidents of the Old Congress, States to which they belonged, and Dates of their Election. Peyton Randolph, Henry Middleton,* Virginia, September 5, 1774. October 22, 1774. * Mr. Randolph was prevented from attending Congress by ill health, and Mr. Middleton was chosen to supply his place, five or six days only before the adjournment. When the next Congress met, May 10, 1775, Peyton Randolph was again chosen president, but being on the 24th of the same month obliged to return home, John Hancock was chosen to fill the vacancy. *Samuel Johnson, of North Carolina, was previously elected, but declined accepting. † Mr. Gorham was elected "Chairman of Congress" on the 15th of May preceding. 6. ADOPTION OF THE FIRST STATE CONSTITUTIONS. At the beginning of the revolutionary troubles, some of the states were embarrassed in the practical operations of government. As early as November, 1775, Congress recommended to New Hampshire, South Carolina, and Virginia, to establish such forms of government, as they should judge the exigencies of the times required. This recommendation was followed by several of the states during the year 1776, and New Hampshire, South Carolina, New Jersey, and Virginia adopted new systems of government before the declaration of independence. These were all limited to the duration of the dispute between the Colonies and Great Britain, except that of Virginia. following list will show the times at which the first constitutions of the old states were adopted.
