On motion by Mr. Mallory,

The Senate, by unanimous consent, proceeded to consider the nomination of Thomas C. Jenkins, jr.; and

Resolved, That the Senate advise and consent to the appointment of Thomas C. Jenkins, jr., agreeably to the nomination.

The convention concluded the 21st day of March, 1860, between the United States and His Majesty the King of Sweden and Norway, for the mutual surrender of fugitive criminals, was read the first time; and,

On motion by Mr. Slidell,

Ordered, That the said convention, together with the message of the President, be referred to the Committee on Foreign Relations and printed in confidence for the use of the Senate.

Mr. Mallory, from the Committee on Naval Affairs, to whom was referred, the 20th, instant, the nomination of Lafayette J. Brown, reported. Whereupon

Resolved, That the Senate advise and consent to the appointment of Lafayette J. Brown, agreeably to the nomination.

Mr. Clay, from the Committee on Commerce, to whom was referred, February 2, the nomination of Walter G. Lane, jr., reported.

Mr. Yulee, from the committee on Post-Offices and Post-Roads, to whom were referred, the 15th instant, the nominations of John H. McFarren, John H. Massey, Hobart Clark, the 16th instant, the nominations of Roswell Hoyt, Thaddeus G. Birdseye, James H. Parker, and the 20th instant the nominations of Samuel B. Morgan, Mrs. Ann Gentry, Henry M. Clark, James B. McDade, George G. Gillette, and George W. Williams, reported.

Whereupon

Resolved, That the Senate advise and consent to the appointment of the said persons, agreeably to their nominations respectively.

Mr. Johnson, of Arkansas, from the Committee on Public Lands, to whom was referred, the 2d instant, the nomination of Henry A. Powers, and the 12th instant the nomination of Elijah H. Gordy, reported. Whereupon

Resolved, That the Senate advise and consent to the appointment of the said persons, agreeably to their nominations respectively.
