Secretary of War.

Ordered, That the nominations of William C. Butler, Nelson G. Isbell, and John W. McMath be referred to the Committee on Commerce. Ordered, That the nominations of Christopher Gore Ripley and Elijah L. Hamlin be referred to the Committee on Foreign Relations.

On motion by Mr. Wade,

Ordered, That the Secretary return to the President of the United States the nomination of Jesse Corwin, agreeably to his request of this day.

Ordered, That the nomination of Joseph Russell Jones be referred to the Committee on the Judiciary.

Ordered, That the nomination of James M. Edmonds be referred to the Committee on Public Lands.

Ordered, That the nomination of John M. Richardson be referred to the Committee on Indian Affairs.

Mr. Fessenden, from the Committee on Finance, to whom was referred, this day, the nomination of George Harrington, reported. Whereupon

Resolved, That the Senate advise and consent to the appointment of George Harrington agreeably to the nomination.

Mr. Hale, from the Committee on Naval Affairs, to whom were referred, the 11th inst., the nominations of Weld N. Allen and others to be lieutenants in the Navy, aud of Julius C. Meire and others for promotion and appointment in the Marine Corps, reported.

Mr. Collamer, from the Committee on Post-Offices and Post-Roads, to whom was referred, the 11th inst., the nomination of William Allen, reported.

Mr. Sumner, from the Committee on Foreign Relations, submitted a report and the following motion:

Ordered, That the Committee on Foreign Relations be discharged from the further consideration of the message of the President of the United States, of the 14th of February, submitting to the Senate the proceedings and award of the commissioners under the convention between the United States and the Republic of Paraguay, proclaimed by the President on the 12th of March, 1860, which had been referred to the Committee on Foreign Relations at the 2d session of the 36th Congress, and not reported on by said committee at said session.

Mr. Hale raised a question of order, to wit, that the motion of Mr. Sumner was not in order, because, inasmuch as the said message and papers had not been reported to the Senate by the committee before the expiration of the 24 session of the 36th Congress, they were not properly before the Committee on Foreign Relations at the present special session, but were to be regarded as on the files of the Senate. The Vice-President decided that the motion of Mr. Sumner was not in order, for the reasons assigned by Mr. Hale.

On motion by Mr. Collamer,

Ordered, That the Secretary be directed to lay before the President of the United States a copy of the said message, together with the original proceedings and award of the said commissioners.

Mr. Trumbull, from the Committee on the Judiciary, to whom was, this day, referred the nomination of Joseph Russell Jones, reported.

Mr. Chandler, from the Committee on Commerce, to whom was referred, the 12th inst., the nominations of Willard P. Phillips, Amos Tuck, and Rufus Hosmer, reported.

Whereupon

Resolved, That the Senate advise and consent to the appointment of Rufus Hosшer, agreeably to the nomination.

On motion by Mr. King that the Senate reconsider the vote advising and consenting to the appointment of Rufus Hosmer,

Ordered, That the further consideration of said motion be postponed to to-morrow.

The Senate proceeded to consider the nominations of William McLellan, John J. Speed, Lucius G. Fisher, John Z. Goodrich, John P. Baker, William H. Vesey, and De Witt C. Littlejohn; and

Resolved, That the Senate advise and consent to the appointment of the said persons, agreeably to their nominations respectively.

On motion by Mr. Sumner,

The Senate proceeded to consider the report and resolution submitted February 27th by the Committee on Foreign Relations, to whom had been referred the message of the President of the United States of the 21st of February, relative to the boundary between the United States and Great Britain under the treaty of the 15th of June, 1846; and

On motion by Mr. Collamer,

Ordered, That the Secretary be directed to lay before the President of the United States a copy of the said message of the 21st of February, together with the accompanying original documents.

On motion by Mr. Wilkinson,

Ordered, That the articles of agreement and convention made and concluded at Washington City on the 15th day of April, 1859, between the United States and certain chiefs and delegates representing the Winnebago tribe of Indians, be withdrawn from the files and referred to the Committee on Indian Affairs.

THURSDAY, MARCH 14, 1861.

The following message was received from the President of the United States, by Mr. Nicolay, his secretary:

I nominate Jacob S. Haldeman, of Pennsylvania, to be minister resident of the United States at Stockholm, in the place of B. F. Angel, recalled. ABRAHAM LINCOLN.

The message was read.

Ordered, That the nomination of Jacob S. Haldeman be referred to the Committee on Foreign Relations.

Mr. Grimes, from the Committee on Naval Affairs, to whom were referred, the 13th inst., the nominations of Joseph W. Alexander and James F. Harrison, reported.

On motion by Mr. King he had leave to withdraw his motion to reconsider the vote of the Senate of the 13th inst. advising and consenting to the appointment of Rufus Hosmer.

Mr. Sumner, from the Committee on Foreign Relations, to whom were referred, the 12th inst., the nomination of Cassius M. Clay, and on the 13th inst. the nomination of Elijah L. Hamlin, reported.

Whereupon

Resolved, That the Senate advise and consent to the appointment of the said persons, agreeably to their nominations respectively.

The Senate proceeded to consider the nominations of Joseph Russell Jones, William Allen, Weld N. Allen, Nathaniel Green, Francis B. Blake, Julius E. Meiere, Alexander W. Stark, David M. Cohen, James Forney, Louis M. Goldsborough, Willard P. Phillips, and Amos Tuck; and

Resolved, That the Senate advise and consent to the appointment of the said persons, agreeably to their nominations respectively. On motion by Mr. Grimes that the Senate adjourn,
