PROMOTIONS.

First Regiment of Cavalry.

Lieutenant-Colonel Robert E. Lee, of the Second Cavalry, to be colonel, March 16, 1861, vice Sumner, appointed brigadier-general.

Captain Thomas J. Wood to be major, March 16, 1861, vice Sedgwick, promoted into the Second Cavalry.

First Lieutenant Frank Wheaton to be captain, March 1, 1861, vice De Saussure, resigned.

Second Lieutenant Edward Ingraham to be first lieutenant, February 27, 1861, vice Stockton, resigned.

Second Lieutenant Eli Long to be first lieutenant, March 1, 1861, vice Wheaton, promoted.

Second Regiment of Cavalry.

Major John Sedgwick, of the First Cavalry, to be lieutenant-colonel, March 16, 1861, vice Lee, promoted into the First Cavalry.

Mr. Trumbull, from the Committee on the Judiciary, to whom were referred, the 20th inst., the nominations of David G. Rose, W. H. F. Gurley, George A. Nourse, Alexander C. Sands, Herbert N. Hoxie, and Cornelius F. Buck, reported.

On motion by Mr. Trumbull,

The Senate proceeded to consider the nomination of Cornelius F. Buck; and

Resolved, That the Senate advise and consent to the appointment of Cornelius F. Buck, agreeably to the nomination.

Mr. Sumner, from the Committee on Foreign Relations, to whom were referred, the 12th inst., the nomination of Elisha O. Crosby, and the 20th inst. the nominations of Rufus King, Anson Burlingame, and Bradford R. Wood, reported.

Mr. Collamer, from the Committee on Post-Offices and Post-Roads, to whom were referred, the 19th inst., the nomination of William A.

Gaines, Sidney F. Van Bonnhoist, and John Lockwood, and the 20th inst. the nominations of John J. Cochran, George F. H. Stephens, Warren W. Huntington, Henry H. Fry, Edward C. David, and James F. Abrahams, reported.

On motion by Mr. Collamer,

The Senate proceeded to consider the nomination of John Lockwood; and

Resolved, That the Senate advise and consent to the appointment of John Lockwood, agreeably to the nomination.

Mr. Wade, from the committee, to whom was referred the 20th inst., the nomination of James W. Nye, reported.

Mr. Wilson, from the Committee on Military Affairs and the Militia, to whom were referred, the 18th inst., the nomination of George L. Hartsuff, reported.

The Senate proceeded to consider the nominations of Elias W. Leavenworth, Calvin Huson, Charles W. Davis, Charles Howe, David M. Chapin, Benjamin O. Farrar, Samuel Long, William H. Cartter, and Thomas J. Salter; and

Resolved, That the Senate advise and consent to the appointment of the said persons, agreeably to their nominations respectively.

On motion by Mr. Clingman that the Senate reconsider the vote of the Senate this day advising and consenting to the appointment of Charles Howe,

Mr. Douglas presented the memorial of Winfield Scott and other officers of the Army, relative to the mode of issuing commissions to the graduates of the Military Academy at West Point; which was read and referred to the Committee on Military Affairs and the Militia.
