SECURITY ASSISTANCE REQUESTS WITNESSES FRANCIS J. WEST, ASSISTANT SECRETARY OF DEFENSE (INTERNATIONAL SECURITY AFFAIRS) RICHARD R. BURT, ASSISTANT SECRETARY OF STATE (DESIGNATE) FOR EUROPEAN AFFAIRS RICHARD OGDEN, DIRECTOR OF OFFICE OF SECURITY ASSISTANCE AND SALES Mr. LONG. The hearing will come to order. Today, we are meeting on the fiscal 1983 military assistance supplemental which the administration has proposed. The request consists of $50 million in forgiven FMS credits for Sudan, $62 million in MAP funds, $3.5 million in IMET funds, for a total of $115 million in new budget authority. In addition, the administration is requesting $186 million in additional FMS loan guarantees for several countries. The total request is $301 million. The witnesses today are Francis West, Assistant Secretary for International Security Assistance, and Richard Burt, designated as Assistant Secretary for European Affairs. Does that mean you haven't been confirmed yet? Mr. BURT. That is right. I used to be Director of the Bureau for Politico-Military Affairs. Mr. LONG. You are awaiting Senate confirmation? Mr. BURT. Yes. Mr. LONG. Next week, on Tuesday, Wednesday and Thursday we will be holding hearings on the Caribbean Basin Initiative. If the House is in session May 21, we will mark up all the supplementals at that time. If the House is not in session, we can mark up on Tuesday.
